William Rubin "Billy" Carter, 84, passed away on March 15, 2025, in Madisonville, Kentucky. Born on March 6, 1941, in Russellville, Kentucky, he lived a life marked by dedication to his family and hard work. Billy spent his career at UCAR before retiring. Even after retirement, he remained active in the workforce, spending several years as a greeter at Sango Walmart. His warm personality and welcoming presence made him a familiar and beloved figure to many in the community. Billy was known for his kindness, caring nature, and strong work ethic. He was deeply family-oriented and cherished the time spent with his loved ones.
He is survived by his wife, Brenda Helton; daughters, Rena Weissinger and Tammy Head; stepdaughter, Rebecca Strawser; five grandchildren; nine great-grandchildren; and five great-great-grandchildren. He is preceded in death by his parents, Annie Abney and Rubin Carter and brothers: John Carter, David Carter, Chester Carter, and Robert Lee Carter.
Billy’s memory will live on in the hearts of those who knew him. May his legacy of love and dedication bring comfort to his family and friends.
